Governor of Lemhannas RI: The Importance of Law Enforcement Adhering to National Principles

TB. Ace Hasan Syadzily, M.Si., said on Thursday (10/15) while delivering a public lecture to Prosecutor Training and Education (PPPJ) LXXXII Batch II participants at the Indonesian Attorney General's Office Training Center's Campus A in Pasar Minggu, South Jakarta. The PPPJ program had 355 participants, consisting of 350 prosecutors and five participants from the Indonesian National Armed Forces (TNI).
The Head of the Attorney General's Office Training Agency, Dr. Leonard Eben Ezer Simanjuntak, explained that prosecutors must consider national resilience when implementing law enforcement. Additionally, the participants from the Indonesian National Armed Forces (TNI) were prepared to become competent prosecutors and carry out their duties in the military.
The Governor of Lemhannas RI presented on the topic of "National Resilience and Indonesian National Law, Realizing Golden Indonesia 2045." The Governor of Lemhannas RI began his speech by remarking on the strategic and important role of the prosecutor's office in the Indonesian legal system. "Without professional, strong prosecutors who value justice, this country can't be strong, upright, and have authority," he said.
Therefore, the Governor of Lemhannas RI hopes that the PPPJ will become a gateway to producing just and honest law enforcers. This is important because law enforcement officers must be honest to establish justice in Indonesia.
Justice is a prerequisite for establishing a state. It is important to remember that Indonesia is essentially a country based on the rule of law, meaning the law is binding. All citizens are equal before the law. Every citizen has rights and freedoms that are regulated by law. Therefore, legal certainty, fair law enforcement, and government accountability are necessary.
The law must be used to protect the entire Indonesian nation and homeland, promote general welfare, educate the nation, and implement world order. The Governor of Lemhannas RI emphasized that law enforcement is the foundation for ensuring the law is the basis for all community and government issues. In his opinion, prosecutors have a broader role than law enforcement officials. They are enforcers of justice who respond to national challenges to achieve national resilience.
Furthermore, the Governor of Lemhannas RI explained that Indonesia's Rule of Law Index is satisfactory. However, Indonesia's corruption perception index ranks 99th out of 180, on par with third-world countries. Resolving this issue requires public awareness.
The governor also stated that guaranteed legal certainty would encourage investment in Indonesia and create a healthy economic climate. Indonesia's economic climate is said to be suboptimal because its Incremental Capital Output Ratio (ICOR) is 6.33%, whereas the ideal range is 3.7–4.6%. Indonesia faces several challenges related to investment, including complex bureaucracy, regulatory uncertainty, uneven infrastructure, corruption, poor law enforcement, and poor human resource quality.
Furthermore, the Governor of Lemhannas RI discussed external challenges related to geopolitical dynamics, such as competition between major powers, trade wars, the Russia-Ukraine war, the Israel-Palestine war, the Israel-Iran conflict, regional conflicts, and technological disruption. These global situations affect a country's national power. Historically, international relations were oriented toward multilateralism, or cooperation between countries. However, the world is now moving towards realism, which focuses on national interests.
When addressing national challenges, a strong national resilience in all aspects, including the law, must be rooted in national values. The Governor of Lemhannas RI emphasized that national resilience is not measured by a nation's military strength, but rather by its ability to face various threats, challenges, obstacles, and disturbances from within and outside the country. Therefore, it is crucial for Indonesian citizens, including law enforcement, to uphold national principles.
The Governor of Lemhannas RI advised the PPPJ LXXXII participants to collaborate to maintain national resilience and achieve Golden Indonesia 2045. He also instructed them to utilize national law as both a normative tool and a strategic instrument to strengthen national resilience. Prosecutors must possess unwavering integrity, a burning spirit of patriotism, and resilience in the face of global uncertainty.
"Congratulations on carrying out your noble duties as public servants who uphold fair laws for the sake of national resilience," he concluded.
