The Second Batch of Executive Course for Regional Leaders (KPPD) Officially Concluded
News & Article Tuesday, 18 November 2025, 15:00The Executive Course for Regional Leaders (KPPD) Batch II, which had been conducted for two weeks, was officially closed by the Governor of Lemhannas RI, Dr. H. TB. Ace Hasan Syadzily, M.Si., at the C Building of Sasana Bhakti Praja, Ministry of Home Affairs RI, on Tuesday (18/11). The event began with presentations of action plans by three KPPD participants: Mayor of Bengkulu Dedy Wahyudi, who discussed smart city initiatives; Regent of Pringsewu H. Riyanto Pamungkas, who addressed mocaf flour (modified cassava flour) downstreaming; and Mayor of Ambon Bodewin Malkias Wattimena, who spoke about integrated waste management.
The Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto expressed his admiration for the three regional leaders. According to him, these leaders took the initiative to address three challenges that had not yet been resolved. Their ideas were the result of learning at the Lee Kuan Yew School of Public Policy, where they learned to set priority targets based on their respective criteria. Bima Arya emphasized that these targets must be understood by all civil servants (ASN) in their respective regions, down to the lowest levels.
Bima Arya stated that Singapore’s success has been achieved through effective leadership across generations. The vision that flows through each generation is always continuous and unbroken. In line with this, he hopes that KPPD participants can emulate Singapore’s leadership model. It is expected that all KPPD participants will leave a legacy, and that future batches will be inspired by the concrete action plans implemented by the current participants.
Before the closing ceremony, KPPD participants received the official participant badge and certificate presentation from the Governor of Lemhannas RI and Bima Arya. In his closing remarks, the Governor of Lemhannas RI stated that KPPD is not an ordinary course but a national investment to shape regional leaders who are statesmen, possess strong character, have a sense of national insight, and demonstrate high integrity and commitment to advancing their respective regions while being able to implement Asta Cita, the priority program of President Prabowo Subianto and Vice President Gibran Rakabuming Raka. All of these achievements depend on the role and commitment of regional leaders.
The KPPD program is designed to develop regional leaders with statesmanlike character, integrity, adherence to ethics, and a comprehensive, integral, holistic, and professional perspective, capable of building collaboration and implementing the Asta Cita vision. To provide understanding of Asta Cita, participants were reminded of the RPJMN 2025–2045 and were also taught and invited to directly observe various public service models and basic needs fulfillment programs implemented by the Singaporean government, enabling them to design priority regional projects.
“As the Governor of Lemhannas RI, I emphasize that the priority projects you have designed are not merely ordinary documents, but a commitment from regional leaders who have participated in the Executive Course for Regional Leaders to dedicate all their ideas, effort, and thinking for the welfare of their communities,” said the Governor of Lemhannas RI. Therefore, Lemhannas RI and the Ministry of Home Affairs, facilitated by the Purnomo Yusgiantoro Center (PYC), need to conduct regular monitoring and evaluation to ensure that the regional priority projects are fully implemented, refined, and provide tangible benefits to the public.
In concluding his remarks, the Governor of Lemhannas RI expressed his gratitude and appreciation to all parties who have supported the implementation of KPPD Batch II in 2025, particularly the Minister of Home Affairs and his staff, the Chairman of the PYC Board of Trustees, and especially the Lee Kuan Yew School of Public Policy and the Low Tuck Kwon Foundation, which facilitated the successful execution of KPPD Batch II 2025. The Governor of Lemhannas RI hopes that this excellent cooperation and support can continue in the next Executive Course for Regional Leaders, which will be held in 2026. (SP/CHP/MDF)
