Lemhannas RI Holds Integrity and Anti-Corruption Training for P3N Batch 27

Lemhannas RI held an Integrity and Anti-Corruption Training program for 84 participants of the Consolidation Program for National-level Leaders (P3N) Batch 27 in collaboration with the Corruption Eradication Commission (KPK) at the Bhinneka Tunggal Ika Room on Monday (5/18).

The program was opened by the Governor of Lemhannas RI, Dr. H. TB. Ace Hasan Syadzily, M.Si., who underscored the importance of integrity in governing a country. “There is one thing that I believe is the most fundamental in ensuring that the state is able to manage its governance effectively, and that most fundamental thing is building integrity,” the Governor of Lemhannas RI said.

The Governor of Lemhannas RI also hopes that the workshop would serve as a starting point for the nation's future leaders to build integrity and cultivate an anti-corruption character, which is essential as the foundation of service to the nation and the state.

One of the speakers, KPK Vice Chairman Prof. Agus Joko Pramono, delivered a presentation on Indonesia and strategies for combating corruption. According to Prof. Agus Joko Pramono, corruption in Indonesia has four main forms: revenue markdown, expense markup, asset misuse and authority abuse. Based on the 2025 Integrity Assessment Survey (SPI), the National Integrity Index reached 72.32, showing progress while the underlying causes of the problem remain unresolved. 

As the country's anti-corruption agency, with a vision of jointly building an anti-corruption nation toward Indonesia Emas 2045, the KPK plays a role in Indonesia's national anti-corruption strategy. “There is one principle of law enforcement that I would like to emphasize: anti-corruption efforts must be in line with development. Why? Development is the state's responsibility, while corruption stands in the way of development. Therefore, efforts to combat corruption should not impede development,” Prof. Agus Joko Pramono said.

The next session was delivered by KPK Deputy for Education and Community Participation Dr. Wawan Wardiana, who discussed the impact and social costs of corruption, the types and categories of corruption offenses, as well as business judgment rules and the role of leaders in dealing with temptations and integrity dilemmas. Based on a KPK study, the social costs imposed on convicted corruption offenders can be four to 453 times greater than the financial penalties handed down by the courts.

There are three types of corruption: petty corruption, grand corruption and political corruption/state capture corruption. According to KPK case data, the most common corruption cases involve gratuities and bribery. For leaders, maintaining integrity is considered essential to setting an example. “Integrity is not something that is simply given. It is developed through training and tested over time. A person's integrity is proven through various challenges. It cannot appear overnight because integrity is something that must be continuously cultivated,” Wawan said.

The Governor of Lemhannas RI attended the second day of the Integrity and Anti-Corruption Training for P3N Batch 27 participants at the KPK Rupbasan Building on Tuesday (5/19). On the occasion, the Governor of Lemhannas RI was welcomed by KPK Vice Chairman Fitroh Rohcahyanto before touring confiscated assets seized by the KPK.

During the visit, Fitroh emphasized that P3N Batch 27 participants should uphold the values of Integrity, Dedication, Objectivity, Loyalty and Trustworthiness, collectively referred to by the Indonesian acronym IDOLA. The values are intended to help participants become leaders who are MESRA, an Indonesian acronym for serving, empathetic, wholehearted, friendly and enthusiastic. “Hopefully, the education at Lemhannas RI truly prepares participants to be leaders,” he said.

On the same occasion, the Governor of Lemhannas RI said that no nation can become great and strong without moral integrity among its public officials. He also expressed hope that the program would strengthen the commitment of Lemhannas RI participants to building a clean, corruption-free government in pursuit of good governance. (SF/CHP/MDF)
