The Vice Governor of Lemhannas RI, Vice Admiral TNI Erwin S. Aldedharma, S.E., M.M., M.Sc., attended the opening ceremony of the 4th Batch of the Regional Leadership Consolidation Course (KPPD) for Regents and Mayors in 2026. The event took place at the Sasana Bhakti Praja (SBP) Room, Ministry of Home Affairs of the Republic of Indonesia, on Thursday (September 3), and was officially opened by the Deputy Minister of Home Affairs, Akhmad Wiyagus.
The ceremony began with a report by the Acting Head of the Human Resources Development Agency (BPSDM) of the Ministry of Home Affairs, Dr. Drs. Andi Ony Prihartono, M.Si. He said the KPPD aims to strengthen regional leaders' capacity to be visionary, adaptive, and innovative, with a strong national character to navigate global dynamics. Participants will receive various study materials. The Ministry of Home Affairs will train them on the guidance and supervision of local government administration, regional financial management, and regional development planning.
Meanwhile, Lemhannas RI will give participants study materials on the four basic national consensuses (Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia, and Bhinneka Tunggal Ika), collaborative leadership, strategic communication, building trust, strengthening leadership in the digital era, national resilience, and a special lecture from the Chairman of the Corruption Eradication Commission (KPK).
Additionally, the Purnomo Yusgiantoro Center will equip participants with insights on downstreaming policies and downstream-based regional industries to achieve Indonesia Emas 2045. Energy resilience is emphasized as a core pillar of both national and regional resilience. Participants will also receive online lectures from the Lee Kuan Yew School of Public Policy (LKYSPP), covering topics including Leadership on Digital Transformation in Singapore; Clean, Green, and Blue Singapore; Environmental Sustainable Journey; Education Singapore Experience; and Public-Private Partnership Insights on Governance and Sustainability.
Andi Ony also reported that the 4th KPPD batch consists of 23 participants. This includes 18 Regents from Raja Ampat, Sorong, Asmat, Waropen, Tolikara, Fakfak, Bangkalan, Magetan, Bulungan, East Sumba, South Halmahera, North Halmahera, West Seram, Simalungun, Siak, Kolaka, South Konawe, and Wakatobi, as well as 5 Mayors from Kupang, Banjarbaru, Banjarmasin, Tual, and Pematangsiantar.
The course is scheduled to run from September 2 to 12, 2026. As an output of this program, each participant must formulate an action plan addressing specific issues in their respective regions.
Akhmad Wiyagus remarked that the KPPD is a strategic step to strengthen regional leaders' capacity as innovators, broaden their national insights, and improve their ability to formulate and implement responsive, innovative, community-oriented policies.
“Therefore, it is highly appropriate that the Regents and Mayors undergo this program, particularly at Lemhannas. There, we will broaden our mindsets and truly realize that problems cannot be viewed from just one side. They must be seen comprehensively, holistically, and integrally, based on national insight and national resilience,” he noted.
Through the KPPD program, regional heads are expected to briefly step away from their daily government routines, allowing them to observe and re-evaluate the various challenges in local government administration more comprehensively.
“Let us make this 4th Batch of KPPD a momentum to strengthen leadership, broaden our horizons, build networks, and solidify our commitment to delivering change for the community,” Akhmad Wiyagus concluded in his speech. (SP/CHP/DA)
