4th KPPD Concludes: Regional Leaders Expected to Deliver Change

The 4^th Regional Leader Consolidation Course (KPPD) of 2026, jointly organized by Lemhannas RI, the Ministry of Home Affairs (Kemendagri RI), and the Purnomo Yusgiantoro Center (PYC), was officially closed by the Governor of Lemhannas RI, Dr. H. TB. Ace Hasan Syadzily, M.Si., in the Dwi Warna Purwa Room on Friday (September 11). 

The intensive 10-day program, which ran from September 2 to 11, carried the theme, "Consolidating Regional Leaders with Character, Global Perspective, and Resilience in Facing Uncertainty and Technological Disruption Towards Indonesia Emas 2045."

In his closing remarks, the Governor of Lemhannas RI said the KPPD program aims to deepen participants' love for the nation. He emphasized that this devotion must transcend theory and translate into concrete action, showing that building a region is integral to building the nation. Participants were challenged not only to master local governance but to view their regions through a broader lens—as integral components of the national system and the dynamic global strategic environment.

The course was also designed to shape leaders with long-term, visionary perspectives. "Leaders must not solely solve today's problems. A leader must be able to envision what their region and their country will look like ten, twenty, or even thirty years into the future, and begin laying the foundation today," the Governor stated.

Through this education at Lemhannas RI, participants are expected to read global shifts, anticipate the future, and make decisions that secure the interests of coming generations. The Governor stressed that such global insight and strategic capability must always be anchored in a strong national character.

In addition to materials provided by the Human Resources Development Agency (BPSDM) of Kemendagri RI and PYC, the KPPD curriculum was enriched with international perspectives. This included lectures from academics at the Lee Kuan Yew School of Public Policy and other experts from Singapore. This global exposure was intended to help regional leaders learn from the world's best leadership practices, analyze them critically, and adapt them to the unique needs and characteristics of their respective regions.

"Our shared commitment must ensure that all regions possess technocratic capabilities, particularly in managing their natural resources and cultivating superior human capital," the Governor added. He reminded the leaders that success is not measured by how well a leader understands concepts, but by the tangible improvements felt by the community in public services, the local economy, and regional development.

The Governor expressed his highest appreciation to the Ministry of Home Affairs, BPSDM, the officials of Lemhannas RI, academics, speakers, and PYC for their crucial support in executing the 4^th batch of the KPPD program. He hoped this strategic collaboration would continue to grow.

"Do not go home with only bringing a certificate. Go home with ideas. Do not just bring experiences. Make changes. Build your region with innovation, manage it with integrity, lead by example, and think far ahead," the Governor concluded.

The 4^th KPPD was attended by 23 participants, comprising 18 Regents (from Raja Ampat, Sorong, Asmat, Waropen, Tolikara, Fakfak, Bangkalan, Magetan, Bulungan, East Sumba, South Halmahera, North Halmahera, West Seram, Simalungun, Siak, Kolaka, South Konawe, and Wakatobi) and 5 Mayors (from Kupang, Banjarbaru, Banjarmasin, Tual, and Pematangsiantar).
