Lemhannas RI P4N Batch 70 Participants Analyze Strategic Issues in Central and East Java

Participants of the 70^th Batch of the Preparation and Consolidation Program for National-level Leaders (P4N) at Lemhannas RI conducted a Domestic Strategic Study (SSDN) across Central Java and East Java. The three-day program took place from September 8 to 10, 2026. In each province, the delegation was divided into two groups, Group A and Group B, focusing on different study objects and locations.

The Governor of Lemhannas RI, Dr. H. TB. Ace Hasan Syadzily, M.Si., personally accompanied the P4N Batch 70 participants in Central Java. On the first day, the Governor led the participants to the Central Java Governor's Office, where the Central Java Governor welcomed them, along with Police Commissioner General (Ret.) Drs. Ahmad Luthfi, S.H., S.St., M.K.

On the second day, Group A of Central Java was divided into two teams. Team 1 visited PT PLN Indonesia Power UBP Mrica in Banjarnegara, where they inspected the power installations, observed the surrounding residential areas, and interviewed residents. Meanwhile, Team 2 visited the Dieng Geothermal Power Plant (PLTP) operated by PT Geo Dipa Energi to conduct a site inspection and interview the local community.

Central Java Group B also commenced their activities by splitting into two teams. Team 1 headed to the Surakarta City Government, visiting the Mayor's Office, the City Police Headquarters (Polresta), the Commander of the 074/Warastratama Military Resort Command (Danrem), and the Putri Cempo Waste-to-Energy Plant (PLTSa).

Simultaneously, Team 2 travelled to Klaten Regency to visit the Klaten Regency Government, the local Police Headquarters (Polres), and the 0723/Klaten Military District Command (Kodim). In Klaten, the participants also inspected a Solar Power Plant (PLTS) managed by PT Tirta Investama (Danone Aqua), observing a concrete example of renewable energy utilization in the industrial sector.

Throughout the program, participants engaged in more than just field visits and audiences. They actively held Focus Group Discussions (FGD) with key resource persons, including representatives from PT PLN (Persero) Central Java and DIY Main Distribution Unit, the Energy and Mineral Resources (ESDM) Agency, and academic experts in the energy sector.

In East Java, the delegation was similarly divided into Group A and Group B. Both groups shared an initial itinerary that began at the East Java Governor's Office.

East Java Group A then focused on Pasuruan Regency. After meeting with the Regent of Pasuruan, the local Dandim, and the Police Chief, the group proceeded to inspect two renewable energy sites: the Kanzy Microhydro Power Plant (PLTMH) in Cowek Village, Purwodadi District, and a Solar Power Plant (PLTS) owned by PT HM Sampoerna Tbk in Ngadimulyo Village, Sukorejo District.

Meanwhile, East Java Group B visited Malang Regency and met with the Regent of Malang and local officials. The group primarily inspected the Karangkates (SUTAMI) Hydroelectric Power Plant (PLTA) and the Karangkates Floating Solar Power Plant (PLTS). During these visits, participants held technical discussions with relevant Regional Apparatus Organizations (OPD), such as the ESDM Agency, and the power plant management teams.

This comprehensive series of SSDN activities in Central and East Java is designed to validate field issues related to the study's strategic themes in each region. The field observations and data gathered will support the development of group products, serving as a practical learning method to strengthen the capacity and capability of Indonesia's future national leaders.
