Coordinating Ministry for Legal, Human Rights, Immigration, and Correction Affairs Delivers a Public Lecture to P4N 68 and P3N 25 participants
News & Article Thursday, 03 July 2025, 13:00The Coordinating Minister for Law, Human Rights, Immigration, and Corrections Affairs (Menko Kumham Imipas) of the Republic of Indonesia, Prof. Dr. Yusril Ihza Mahendra, S.H., M.Sc., had the opportunity to deliver a public lecture to participants of the 68th Preparation and Consolidation Program for the National-level Leaders (P4N) and 25th Consolidation Program for National-level Leaders (P3N) at the Gadjah Mada Auditorium on Thursday (July 3). The Governor of Lemhannas RI, Dr. H. TB. Ace Hasan Syadzily, M.Sc., personally welcomed Yusril Ihza.
During this occasion, the Governor of Lemhannas RI stated that the legal process is a vital part of national resilience. "Without upholding the law, our national resilience will never experience progress and strength," he said. In line with this, law is a mandatory subject in the educational process conducted by Lemhannas RI, in accordance with President Prabowo Subianto's directive, which considers the legal process essential to our state’s governance system.
"It is an honor for me to be present at this forum. Lemhannas is not only a melting pot for national leader cadres, but also a crucial place to strengthen national perspectives and cross-sector strategic visions," said Yusril Ihza started his presentation. Yusril Ihza explained that one of the crucial points of Kemenko Kumham Imipas RI is to uphold fair laws, respect human rights, and strengthen the national judicial system. This mandate is given to Kemenko Kumham Imipas RI to implement a humanistic, responsive, and inclusive legal development direction.
Kemenko Kumham Imipas RI holds a strategic position, striving to strengthen governance in the legal and human rights sectors and accelerate reform of the immigration and correctional systems established under Presidential Regulation Number 142 of 2024. In line with this, Kemenko Kumham Imipas RI has three main functions namely coordinating the formulation and synchronization of policies across ministries/technical institutions, controlling the implementation of cross-sectoral national priority programs, and facilitating the resolution of strategic issues and role conflicts between agencies. Yusril Ihza explained that in this position, Kemenko Kumham Imipas RI acts as a strategic steering, policy guardian, and liaison between stakeholders (policy integrator).
In carrying out this role, Yusril Ihza outlined several strategic issues requiring intensive cross-sector coordination. First, legal fragmentation and over-regulation, such as numerous overlapping regulations that have led to legal uncertainty, necessitating harmonization of central and regional regulations and integrated legislative review. Second, gross human rights violations and public dissatisfaction, such as the need to resolve past gross human rights cases based on the principles of transitional justice. The future challenge is balancing between justice and reconciliation.
Third, immigration reform and global mobility, such as digital transformation, have not yet fully supported efficiency and security. Strategic issues include monitoring foreigners, illegal immigrants, and human trafficking. Fourth, the overcrowding crisis and correctional revitalization, such as prison occupancy rates reaching over 200% of normal capacity, necessitating a coordinated approach to alternative sentencing systems and restorative justice.
