Attending DPR RI Hearing, Lemhannas RI Reaffirms Its Commitment to Support Indonesia Emas 2045 Vision

The Governor of Lemhannas RI, Dr. H. TB. Ace Hasan Syadzily, M.Si., together with Lemhannas RI’s High-Ranked Officials, attended a Hearing Meeting (RDP) with Commission I of the House of Representatives (DPR RI) in the Commission I Meeting Room, Nusantara II Building, DPR RI, on Monday (1/19). During the meeting, the Governor presented the achievements and implementation of Lemhannas RI’s work programs for 2025 Fiscal Year.

In 2025, Lemhannas RI achieved a budget realization rate of 98.90 percent. The details of the 2025 budget realization are as follows: the national resilience development program reached 97.09 percent, the management support program reached 99.71 percent, and personnel expenditure reached 99.05 percent.

Furthermore, the Governor outlined the performance achievements of the national resilience development program. First, Lemhannas RI prepared and consolidated national-level leader cadres to support the development of excellent human resources as stipulated in Asta Cita point four. This program, implemented by the Deputy Office of National-Level Leader Education, produced 110 participants for the Preparation and Consolidation Program for the National-level Leaders (P4N) Batch LXVIII, 100 participants for the Consolidation Program for National-level Leaders (P3N) Batch XXV, and 89 participants for P3N Batch XXVI. It was also reported that in 2025, Lemhannas RI accommodated individuals with disabilities  and continued to ensure gender balance in the national-level leaders' education programs.

Second, the Deputy Office of the Strengthening of National Values contributed to producing agents of change with strong character, morals, and ethics grounded in national insight, aimed at strengthening the ideology of Pancasila, democracy, and human rights, as well as fostering social harmony in realizing strong national resilience in line with Asta Cita points one and eight. In this regard, Lemhannas RI organized activities such as the Development and Implementation of Strengthening of National Values (PPNK) in collaboration with various organizations; Lemhannas Goes to Campus to foster patriotism, particularly among Millennials and Generation Z; Training of Trainers programs for educators, lecturers, teachers, and civil servant trainers; Gebyar Wawasan Nusantara; and the second batch of the Executive Course for Regional Leaders (KPPD).

Additionally, in 2025, Lemhannas RI in collaboration with the Ministry of Home Affairs and Provincial Governments of East and Central Java conducted the KPPD program in the form of a “Retreat” for regional leaders. This initiative aims to shape regional leaders with statesmanship, comprehensive, integral, and holistic thinking, as well as integrity and professionalism in their duties. “Going forward, this activity will continue to be implemented to support active collaboration and cooperation among regional leaders in supporting central and regional government programs,” the Governor stated.

Third, the Deputy Office of Strategic Studies contributed policy recommendations to the government, producing twelve recommendations: three studies from the Directorate of Ideology and Politics; three from the Directorate of Economics; two from the Directorate of Socio-Culture; two from the Directorate of Defense and Security; two studies titled “Enhancing Superior Human Resource Competencies through Multi-Stakeholder Collaboration in the Digital Era” and “Democratic Consolidation toward Political and Security Stability”; one crisis assessment activity; and the ninth Jakarta Geopolitical Forum.

Fourth, the national resilience measurement program produced outputs including improvements to the national resilience measurement system model; a national resilience index rated as “fairly resilient”; the establishment and implementation of assessments for national leadership assessors at Lemhannas RI; and the establishment of a Professional Certification Body (LSP) for national resilience instructors in cooperation with the National Professional Certification Agency (BNSP) to ensure the quality and competency of instructors.

On the same occasion, the Governor also conveyed performance achievements in the management support program aimed at realizing clean and transparent governance and improving institutional performance through bureaucratic reform. These include: a National Development Planning Index score from Bappenas of 99.36 out of 100 (very good category); a Government Internal Control System (SPIP) score from BPKP of 3.21 out of 5 (good category); an Electronic-Based Government System (SPBE) index score of 3.16 out of 5 (good category); and an Integrity Assessment Survey score from the Corruption Eradication Commission (KPK) of 82.3 out of 100 (good category), among others.

The Governor further presented Lemhannas RI’s 2026 work plan and programs, which are aligned with the government’s vision and mission and the 2025–2029 National Medium-Term Development Plan (RPJMN), “Together for Advanced Indonesia Toward Indonesia Emas,” as translated into the 2026 Government Work Plan (RKP) themed “Food and Energy Sovereignty and a Productive and Inclusive Economy.”

All of these government visions, missions, and work programs have been elaborated into Lemhannas RI’s 2025–2029 Strategic Plan, directed toward “Realizing Strong National Resilience in Achieving an Advanced Indonesia Toward Indonesia emas 2045.” Accordingly, Lemhannas RI’s 2026 work plan is expected to align with and support government programs. “Lemhannas RI will continue to carry out its duties and functions in supporting the government’s Asta Cita programs to realize the Indonesia Emas 2045 vision,” the Governor affirmed.

During the hearing, members of Commission I of the DPR RI expressed appreciation for Lemhannas RI’s achievements. Commission I member Andina Thresia Narang, B.Comm., stated that the Lemhannas Goes to Campus program is highly important. According to her, today’s challenges extend beyond military warfare to include disinformation, social polarization, and technology-driven public opinion mobilization.

Based on the Governor’s presentation, Andina observed that Lemhannas Goes to Campus is among the most frequently conducted activities, indicating that its primary target is Millennials and Generation Z. She considered this highly positive, noting that approximately 60 percent of Indonesia’s population in the future will be of productive age, dominated by Gen Z and Millennials. She expressed her support for the program and hoped it would expand to reach Generation Z in remote areas.

Commission I member Dr. Viktor Bungtilu Laiskodat, S.H., M.Si., emphasized that in providing national insight, it should not create rigid doctrines but rather allow freedom to cultivate critical thinking amid an ever-evolving civilization. In response, the Governor explained that Lemhannas RI applies critical thinking approaches in deepening national values, including group discussions, assignments, and other interactive methods.

“It is hoped that understanding of national values will arise from the awareness that we live amid global competition and have the responsibility to build the nation with justice,” the Governor stated. Concluding the hearing, the Governor expressed his hope that all members of Commission I of the DPR RI would continue to support Lemhannas RI in carrying out its duties. (SP/CHP/MDF)
