KPPD for Regional Legislative Council Heads to Strengthen Synergy

The National Resilience Institute of the Republic of Indonesia (Lemhannas RI) held a Regional Leadership Strengthening Course (KPPD) for Heads of Regional Legislative Councils (DPRD) from across the country at the Military Academy (Akmil) in Magelang from April 15 to 19, 2026. Following a welcoming ceremony on Wednesday (4/15), the program was officially opened by Lemhannas RI Governor Dr. H. TB. Ace Hasan Syadzily, M.Si. on Thursday (4/16). The program, themed “Strengthening the Role of Provincial, Regency and Municipal Legislative Council Leaders to Support Asta Cita Toward Indonesia Emas 2045,” was attended by 503 participants including legislative council leaders at the provincial, regency and municipal levels from across Indonesia, as well as representatives of the Indonesian Regency Legislative Council Association. In his remarks, the Lemhannas RI governor said the current global uncertainty had affected economic dynamics, which continue to shift and remain difficult to predict. In this context, leadership requires not only physical presence but also the ability to read global geopolitical trends, understand ongoing changes and determine the nation’s future direction. In response to the challenges facing the country, President Prabowo Subianto has outlined the broad direction of national development through the Asta Cita vision, consisting of eight strategic national agendas incorporated into the 2025–2029 National Medium-Term Development Plan (RPJMN), which serves as the foundation toward Indonesia Emas 2045. As a grand national vision, Asta Cita risks losing its significance if it exists only as a planning document. Asta Cita must be implemented through policies across all levels of government, translated into operational measures and directly felt by the public. Therefore, Regional Legislative Councils play a crucial strategic role in overseeing and supporting President Prabowo Subianto’s Asta Cita. “Amid increasingly complex dynamics, Regional Legislative Council leaders are required not only to act as policy managers but also as architects of change who can connect central and regional policies, foster cross-sector collaboration and ensure that development proceeds in an inclusive and equitable manner,” Lemhannas RI’s Governor said. Therefore, The KPPD for Regional Legislative Councils Heads nationwide seen as a strategic momentum to strengthen synergy between the central and regional governments, while shaping perspectives, reinforcing national commitment and enhancing the role of Regional Legislative Councils Leaders in realizing the vision of Indonesia Emas 2045. Throughout the program, participants are expected not only to learn about leadership but also to develop discipline, resilience, patriotism and dedication to the values that underpin strong leadership in facing future challenges. The Governor of Lemhannas RI hoped that the program would strengthen collaboration and cooperation among Regional Legislative Council Leaders in attendance, as well as align regional policies with the Asta Cita vision of President Prabowo Subianto and Vice President Gibran Rakabuming Raka. Over the five-day program, participants will receive materials from Lemhannas RI speakers as well as ministers and heads of government institutions on topics including the nation’s historical trajectory, the archipelagic outlook, the reactualization of national resilience, the four national consensuses, legislative institutional relations, strategic and implementative policies in food sovereignty, the vision and mission as well as the RPJMN, integrity in public services, economic resilience and independence, energy resilience and sovereignty, among others. Also present at the event were Deputy Home Minister Bima Arya Sugiarto, Central Java Governor Commissioner General (Ret.) of Police Ahmad Luthfi, Military Academy Governor Major General Rano Maxim Adolf Tilaar, Prime Secretary of Lemhannas RI Commissioner General of Police Drs. R. Z. Panca Putra S., M.Si., Central Java Police Deputy Chief Inspector General of Police Ribut Hari Wibowo, S.H., S.I.K., Chief of Staff of the IV/Diponegoro Military Regional Command Brigadier General M. Sjaiful Kustiawan, Acting Deputy for Strengthening of National Values at Lemhannas RI Major General Raden Djaenudin Selamet, S.E., along with structural officials from Lemhannas RI and the Military Academy, as well as Faculty Members of Lemhannas RI.
